When James City County selected the architect and a local contractor as the design-build team for a new community building to commemorate the 400th Anniversary of the landing at Jamestown, it was a very special opportunity. The goal was to create a high-quality facility in the center of New Town that would accommodate a wide variety of uses, including receptions, concerts, meetings, and art shows. An equally important goal was to leave a legacy to the community in honor of the sacrifice of the first settlers at Jamestown.

The design response to the program was to create a garden pavilion that stands in contrast to the surrounding buildings while presenting a welcoming presence on the street side and embracing the park to the rear.
